Can not connect to it wirelessly or connected. Restarted. Re-installed it.
The black ink is HP but the color is not.
Is HP just blocking it because of the ink?

I printed one page of a report and then the next report would not print and my computer would no longer communicate with the printer.
As you have HP Smart app, let's do this:
1. Please open the HP Smart app, and then open Diagnose & Fix.
- Windows: Click the Diagnose & Fix icon in the bottom left corner.
2. Click Start.
3. Follow any instructions provided if any issues are found.
No issues found.
Let's try to update the firmware then.
1. Follow this link - https://support.hp.com/us-en/drivers/selfservice/hp-officejet-pro-8710-all-in-one-printer-series/7902014/model/7902020
2. Click on "Firmware"
3. Click on "Download"
