My hotmail acct was broken into so I could not receive emails

MSN contacted me and they went into my computer and took 4 hours to check the status. At the end I was told that the only way to protect my hotmail from cyber attack would be through them and it would cost $899 for three years????

I think you already answered myquestion

Yes, I am not sure that is was a real MSN.
And I can't find any information that they provide this service for 899$, so I don't think that it is a good idea.
