Try using a different power outlet. Use an uninterrupted power supply to protect your router from power outages. Make sure that you're using the power adapter that came in the box with your router.

Yes. I have tried all of the outlets downstairs and upstairs and issue is the same.

I can try to move the internet modem again to see if it works,but I did try relocating the modem three times in all of the locations in the home.

I am sure. It is not on the floor and it is in an upright position.

I can check the temperature of the modem in a few minutes. I just unplugged the modem.
When you try to hard reset it, do you unplug it for 30+ seconds?
I unplugged it for 2 minutes after the hard reset.

It has a reset pin hole in the back.
Did you use it too?
When I used the reset pin hole in the back I held it for 15 seconds before releasing the reset button as instructed.

I am at at a lost here. The same result as before not stabilizing to connect devices and constantly rebooting.
