My computer has been locked repeating not shut it

Also saying that someone stole my iP for identity theft.

none , I cannot unlock it . I have shut it down . When I turn it back on . The same message keep repeating .

It is respecting that someone attempted to get into my computer has gotten a hold of my ip I do not know what that is . Is this a scam ?

Please press CTRL+ALT+DELETE to unlock the computer. Type the logon information for the last logged-on user, and then click OK. When the Unlock Computer dialog box disappears, press CTRL+ALT+DELETE and log on normally.
And please let me know the result.
