ok I made progess to settings
Now go to General & Privacy > Accessibility. Step 3. Select Voice Guide Settings and disable Voice Guide.
its just talking to me and I have no way of scrolling
Could you please try to restart it?
It just shows the first 4 options...Connections, Connected devices, Modes and Routines, Sounds and vibrations...I have no way of going down the list further

Unfortunately, you won't be able to turn it off using your voice.
But I'll provide you with instructions on how to do this in a different way.
Ok...I got to Accessibility screen
Tap Screen reader
Tis is what I show:
Bixby Vision for accessibility
Filter accessibility event logging
Underf accessibility I found "Talk Back" is that it?
That is it.
Turn Use TalkBack off. Select Ok.
The voice just keeps telling me to tap twice on it but nothing happebns
Please, try to turn it off again.
Ok, I just kept pushing the button and finally was able to turn off the TAlk Back.

Go to same accessibility settings > You'll see on the top "Volume key shortcut", check if Talkback is selected in it. If yes, disable the service. That should help solve your issue.

I had to keep clicking to find itf, but it's already turned off.
