My galaxy s23 is in some kind of talk mode and I can't get out

Short summary:

  1. Open the Settings menu.
  2. Navigate to General & Privacy > Accessibility.
  3. Look for the option called "TalkBack" or "Screen reader" under Accessibility settings.
  4. Disable TalkBack or Screen reader by turning it off.
  5. If the option is not easily accessible, keep exploring the Accessibility settings until you find it.
  6. If TalkBack is turned off but the issue persists, check if TalkBack is selected in the "Volume key shortcut" option within Accessibility settings. If it is selected, disable the service.

Good!
Now go to General & Privacy > Accessibility. Step 3. Select Voice Guide Settings and disable Voice Guide.

It just shows the first 4 options...Connections, Connected devices, Modes and Routines, Sounds and vibrations...I have no way of going down the list further

okay I figured out how to speak at the settings
what do I call this talk thing on the bixby voice search
what do i call this thing the phone is doing where its talking to me.
What do I tell it to stop doing

Unfortunately, you won't be able to turn it off using your voice.

Turn Use TalkBack off. Select Ok.

Ok, I just kept pushing the button and finally was able to turn off the TAlk Back.

One moment I was texting my husband the next moment everything stopped working and the voice started
Is there a way to prevent that from happening?

Go to same accessibility settings > You'll see on the top "Volume key shortcut", check if Talkback is selected in it. If yes, disable the service. That should help solve your issue.

I had to keep clicking to find itf, but it's already turned off.
