Short summary:

  1. Check Power Data Saving Mode: Go to Settings > Device Maintenance > Battery. If the Data Saving Mode is enabled, turn it off.
  2. Power off your device completely, then power it back on.
  3. Check Mobile Data Settings: Go to Settings > Data Usage and make sure mobile data is enabled and there is no data limit blocking you.
  4. Enable Auto Retrieve for Multimedia Messages: Go to Settings > Apps > Messages > Settings > More Settings > Multimedia messages > Auto retrieve. Make sure it is enabled.

Thank you for the clarification.

  • The first thing you need to do if you can’t send or receive picture messages on your Samsung device is to check if the Power Data Saving Mode is on.
  • Head to Settings > Device Maintenance > Battery.
  • If the Data Saving Mode is enabled, turn it off.
Please let me know the result.

In this case, Go to Settings > Data Usage and make sure mobile data is checked ☑ and there is no data limit blocking you.

Note: You NEED a data connection on your Samsung smartphone to be able to send or receive picture messages ok that's good

Got it.
Make sure that Auto retrieve option is enabled.
Go to Settings > Apps > Messages > Settings > More Settings > Multimedia messages > Auto retrieve.
Then try to send yourself a picture message to check if you are already able to send and receive MMS.

TimelessTiger, Have you checked your network connection? Sometimes a weak signal can cause issues with sending photos.
