I have Office pro 2016 and Outlook does not work

I wondered if I just put the licence key in again it might rework? But I cannot find where I put the licence key

What do you mean "redeem". I have Office Pro 2016 set up on my PC and then one day Outlook stopped working and I have to get my emails online - while this is okay it is not preferable. Now I am wondering if I just re-enter the key Outlook might come to life again. But I could not find where to enter the key so have not been able to prove it.

Let us try this way:
Step 1: Go to www.office.com/setup
Step 2: Sign in with your Microsoft account, or create one if you don't have one. Be
sure to remember this account so that you can install or reinstall Office later, without a product key.
Step 3: Enter your product key, without hyphens, if prompted. If you don't see the option to enter your product key, it was entered for you automatically.
