I have my new phone all set with the transfer of data but it says waiting for activation

not sure what step I missed

I got the case off and took out the sims and put back in. it now says "waiting for activation-this could take some time" I remember going through this step before. My signal here at the house is wierd as I live in the shadow if a hill. The indicator says I have a strong signal though
