Let's check whether the wi-fi calling is on in your settings
- Choose Settings from your handset menu
- Tap Mobile Network and then choose Call settings
- Choose Wi-Fi calling
- Tap the greyed-out Wi-Fi Calling button, and then set Mode as Wi-Fi Preferred

But I'm looking for an app that will allow me to make calls using wifi like talkatone or something.
I've tried talkatone and I am able to make calls to other US countries but not Tennessee.
