How do I turn off the ability to track where I am

This feature was implemented in order to find your lost phone

You can share your location to the desired person (such as family member or close friends)
If you want to do it, of course
Nobody else can track your location without access to your Apple ID account.

You can turn it off by the steps below:

1. Go to Settings > Privacy & Security > Tracking.
   The list shows the apps that requested permission to track you. You can turn permission on or off for any app on the list.
2. To stop all apps from asking permission to track you, turn off Allow Apps to Request to Track (at the top of the screen).
