Could I use a spypoint camera in Canada and monitor it from Pennsylvania?

According to my information, the answer is yes.
But make sure that you use the local SIM card in your Spypoint camera and check the Cellular Coverage map to make sure that there is a good signal where you want to place the camera.

DO I have to be on a cellular plan in Canada with the SIM card?

The SIM card should be able to connect to the Internet in order to give you an image, so the Canadian SIM card or US SIM with a good international roaming plan will do.

Let me rephrase that. My T-mobile plan lets me make phone calls from Ontario to the united states. Would I use a T-mobile SIM card?

One more question, would I be able to activate the trail camera from Pennsylvania, just to see what the weather was like for instance?

If there is an Internet connection on the other end (on camera), you can receive the information and image from that camera if that answers your question.
