Can apple stores still repair an iPhone that still has a repair and expiration date active

Actually I bought the Iphone online with issue of face ID disable

so I do some imel checking to see if the phone has been replaced before or not, so that is where I see that the person still got a warranty that will expire on 24 of December

You could try but they could refuse it because of it.

The best option is you can contact the person from which you bought it to receive his proofthat you own this phone now, in case they will refuse it the only option is to get no ane other 3rd Apple replacement shop to fix it but you will need to pay a fee for it.
As I know you don't need a check that you bought this phone the phone to get the replacement or repair, it is usually linked to the IMEI of the phone, so you can have this warranty in any Apple shop.
