If you try to send a message and you see an Exclamation mark icon with an alert that says Not Delivered, follow these steps:
1. Check your network connection.
2. Tap the Exclamation mark icon, then tap "Try Again".
3. If you still can’t send the message, tap the Exclamation mark icon, then tap "Send as Text Message"

so what , do I need to do ,

The reasons could be: Wi-Fi not working on iPhone/iPad or the iDevice don't have cellular data networks, they have their iPhone off or on Do Not Disturb mode, etc.

I have do this that u suggest but no changed

You can set up Messages so that it automatically tries to send messages as an SMS when iMessage isn't available. Go to Settings > Messages, and turn on Send as SMS.

There are also a number of reasons why an SMS message might not get delivered: the recipient opted out of messages. the recipient blocked your phone number or the message contained illegal content.
