The windows start button and bottom task bar are disabled

Could you please tell me when did the problem occur?

several days ago.I have turned off and rebooted several times but it comes back the same

Understood!
There may be an issue with Windows Explorer.
Please follow these steps to reboot it:

  1. Hit Ctrl + Shift + Esc to open Task Manager.
  2. Under the Processes tab, right-click Windows Explorer and click Restart.
  3. Wait for the Explorer to boot up.
