In order to recover your password please do the following:
1. Go to http://www.paypal.com/authflow/password-recovery/
2. Enter the email address you use for PayPal and click Next.
3. Select one of the recovery options listed and click Next. Then follow on-screen instructions.
Please note that if you've enabled 2-step verification for login, then you will need to enter verification code even after the password change. In this case I can suggest you to try to restore your phone number or contact PayPal directly.

2. Scroll down the page and select the option “Call Us”
3. If you can not login then select the option “Call us as a guest”. You will see the number listed for your location.
