I am starting in either Meta Business Suite or Ad Manager from my business profile...then when I select auidence it sends me to my ads manager in my personal profile. then says I need to connect to a business. when I do that it says "cant connect....

Ok, to solve this problem you need to create a new Ad Account in your Business Manager.
There are no other fixes from FB right now. It's a common issue, but the only way to solve it - create a new Ad Account

Then try to connect again, the problem should be fixed

I set up the account. and now it says I cant create a custom audience until several weeks of following policies.

In that case, all you can do is wait a week or two before Facebook will take off this limit
Usually, one week is enough for them

I recommend using it from the meta business suite. But in fact, they are almost identical
