It means that the location that you have listed is prohibited from Uber to pick you up. This includes, but not limited to busy intersections where vechicles are not permitted to stop at, etc. You can check different location order.
I see. This a residential neighborhood with no busy intersections. I’m going to check on different pick up locations, but this a bit inconvenient. Thanks for your help. I’ll try again after I figure out where I can be picked up.
