I set up the machine for cleaning (with tablets and water in the back) but when I hold the power button along with the 1 and 2 cup power buttons

The machine makes noise like it’s on but no water comes out. I'm wondering what I'm doing wrong

I set up my Breville Espresso coffe machine for cleaning, filling the water tank, inserting the cleaning tablet etc. But when I hold the power button along with the 1 and 2 cup buttons, the machine makes intermittant noises like it's working but no water comes out. What am I doing wrong?
It's Breville. I don't see a model. It's about 4-5 years old.

I assumed you pressed and hold the power button along with the 1 and 2 cup buttons for 3 seconds and the machine starts cleaning. Please note that the cycle takes approximately 5 minutes and your machine will go on and off while this process. You did everything right!

Please, try to press the '1-Cup,' '2-Cup,' and the 'Steam' buttons simultaneously, holding them in for five seconds. The 1- and 2-cup buttons will illuminate. Next, press the '2-Cup' button to begin the cleaning cycle.

The water came into the tray. I thought I remembered it coming through the portafilter the last time I did this. If it comes directly into the tray, how does the tablet get dissolved?
