I have Roku I bought a the pawn shop and trying add Spectrum TV, which we have an account with, in my grandson name and the Roku keeps asking for a pin

In that case you will need to sign out of Roku, create an account with them and then sign in with your account.
The only way to sign out of your Roku account is to factory reset your Roku device. If your Roku has a reset button, hold it down for about 20 seconds until the power LED starts to blink, then release the button.

With Spectrum? The internet is Spectrum and it is connected. Did not need this on other Roku
