Please do the following:
1. Navigate to https://support.hp.com/au-en/help/printscandoctor
2. Click on the Green "Download Print and Scan Doctor" button.
3. After the download is completed - open the file and complete the install
4. When the app is launched - follow the instructions in order to check the scanner issues

I have tried this several times. There are many troubleshooter HO apps but none of them seem to work???

This is the official HP app. In case it will not be able to fix the problem - it will show up the exact error code we can use to find the exact root cause.
