My iphone was stolen

The verification code to reactivate my apple account on my new device is sent to my stolen phone. I cannot access the verification code to reactivate my account

It is both. The service provider gave my my old phone number back, but i cannot activate my new phone or use the phone number because I have a new device that i cannot set up because i need that verification code that goes to my phone number on the stolen device.

But you said also that they gave you your old phone number .
So do you have the new phone number or old one ?

If your provider restored your phone number , sms should come on it.
