My laptop stopped working several days ago.

I purchased a new pc but cannot access files from the one drive on my old pc.

Let's try to reset your OneDrive account password.
Visit https://onedrive.live.com/about/en-us/signin/. Enter the email, phone, or Skype information. Click on Next to proceed further.
A page will appear asking – we need to verify your identity. Here. Microsoft will ask you to include the last four digits of your phone number.
After that, select Get code to receive it. You will get the verification code via a text message. Verify the code using the code that came on your mobile number. Now, you can reset the password.
You will need to enter and re-enter the new password. Click Next to complete the resetting process. Enter the email, phone, or Skype id and new password on the sign-in page. You will gain entry to OneDrive. And that is how you can reset your OneDrive password online, following the above steps.

yes. I realized although I paid for a new office subscription several weeks ago, I had to buy a new subscription. But it has not worked. When I access the one drive it only has documents from the past 2 days. I purchased my new laptop 2 days ago.

It's likely that you're signed into OneDrive with a new account. Accordingly, the files from the last PC remained in your old account.

Do you think if I attempted to call microsoft tomorrow, I could speak to a live person, despite having the cheapest version of office?

As far as I know, Microsoft only support users with a premium version of office.
Try to log in in your old OneDrive account, please:
Go to onedrive.com, and select Sign in at the top of the page.
Enter your Microsoft account and select Next.
Type your password and select Sign In.

Microsoft has an additional option to purchase a subscription to the Suport service
Please try signing in to your old OneDrive account. If you don't remember your password, then you can reset it using the instructions I provided you earlier.

You will only have access to the files that are stored on your account.

That means, you will have access to different files depending on the account.
You can log into your old account, save files to your new PC or laptop, and then add them to your new account if needed.

I am logged into my old account on my old pc. Do you think that is why the one drive files are not showing up on my new account, since unless I sign out I have two active office accounts.

Right. Because of this, you do not have access to the files. Due to different accounts.
