yes i have apple tv box connected to my tv which is doing this

Did you try rebooting the Apple TV?

does that mean turn off on wall leave for minute than turn back on if so yes a couple of times

Simply go to Settings > General > Restart. Or you can hold down the bottom button and menu button for nearly 6 seconds, until your Apple TV restarts again.

You can just try to unplug it and wait for minute and then plug it in
It will restart it as well

Have you tried restarting the Wi-Fi?
Usually this error pops up when the internet connection is not stable
