Yes, you can sell your used Residential Starlink equipment to anyone who has availability at their service address. When you purchase Starlink, you own the hardware.
How to register under another name after sale?
It should be done with their direct support. Just create a Starlink support ticket via the app or support section of the website. Tell Starlink you are needing to transfer your service to someone else, and provide them with the buyer's address and email.

The ground stations must be near the user for the user to have connectivity. And it seems that Starlink may also be locking the cells down using GPS coordinates so as to not extend service far out into the ocean (up to 12 miles possibly depending on where).
I set up the Portability service, but the system did not take the money from my bank account.

When you enable Portability, you are charged on your next monthly invoice. Portability is charged in full monthly increments and cannot be pro-rated. The Portability feature and billing charges will be ongoing until you decide to disable it.

As I mentioned above, it will start to work after you are charged for your next month's subscription. Also, please note that it is prohibited to use Starlink for RVs or Portability while in-motion.
Using the Starlink Kit in motion will void the limited warranty of your Kit. While their teams are actively working to make it possible to use Starlink on moving vehicles, Starlink is not yet configured to be safely used in this way.

Correct. If you have Starlink internet service and decide to move, your Starlink will most likely not be able to follow you.

It depends on your Billing Date with them. You will receive an email notice 7 days prior to due date for the upcoming payment. Since the payment will be automatically processed on the due date, there is no additional action required. The email is simply a reminder for upcoming charges.

Please do the following:
Go to Starlink.com and sign into your account. Look for the MANAGE SERVICE OPTIONS button and press. Then look for writing ADD PORTABILITY and press the little arrow icon beside it. Then a large window will pop up giving you the requirements for signing up.

*****, did you use it before? If you are setting up the Starlink for the first time, wait 30 minutes after powering up everything. It takes about 30 minutes to install the latest dish firmware. Once it’s updated, it will look for satellites and establish a network connection.
