I am facing an issue where some photos

exactly the same photos I placed in the Storyboard, now show up as black in Windows 10 VideoEditor

You could try this
Please follow this procedure to reset Photos App:

  1. Press WINDOWS + I
  2. Click on "App"
  3. Digit "Microsoft Photos" in the search bar on the right
  4. Click on "Microsoft Photos"
  5. Click on "Advanced Option"
  6. Scroll down to "Reset"
  7. Click on "Reset"
    This should help with the video editor issue
