Yes that is the panasonic portable phone system I using.
To unblock a single number - from the handset:
Press the [CALLBLOCK] button.
Next
Press the arrow up ▲Up Arrow or down ▼Down Arrow button to select "Block a single number"
next
Press [SELECT]

Press the arrow up ▲Up Arrow or down ▼Down Arrow button to select the telephone entry that you want to erase.

Press [ERASE].

Press the arrow up ▲Up Arrow or down ▼Down Arrow button to select [YES].

The last 2 steps are:
Press [SELECT].
Press [OFF].
