It looks like the best option in your case is to create two different shipping profiles for the products with restrictions, create a shipping zone that includes these states and add the rates for this zone according to your requirement. All other products can be in another shipping profile and the zones & rates can be added accordingly.
Another way is to use a Shopify app, but I'm not sure it's completely suitable for your case, please take a look: https://apps.shopify.com/better-shipping
The app allows you to restrict certain products from delivery areas based on zip codes.

I would probably need to look up all zip codes in those states. not sure if that would be the best route but worth a look.

I'm more than sure that some Customers will place orders even though you've mentioned Florida statute about these products. The best option for you is to make it impossible to order those products to states with restrictions. Yes, it will take some time but once it's done, it will be much easier for you to manage.
