On your Windows computer, open File Explorer, then click iCloud Photos in the Navigation pane. If you don't see iCloud Photos, click Pictures in the Navigation pane, then double-click iCloud Photos. Double-click a thumbnail to download and view it.

I am looking for a particular file on icloud.com. I can see it on PC as you explained, but i want to know how can i see it on icloud.com. i want to delete if from my PC but i want to make sure i can still access it on icloud.com it is a large movie file. i want to make sue it is still there. an i able to do that?
If you have downloaded files from your iCloud account to a device like a PC or a laptop - you can delete them on the device and still have them on your iCloud

So, to go back to my original question. I will be unable to sort by photos and videos in date order or able to pick a date, i will just have to search manually?
It can sort files automatically but if you want something specific - you have to do it manually by typing the date into a search bar

As I can tell, Apple didn't provide the search option for a web version of the iCloud Drive
