YouTube Premium is connected to the Google Account. Since you can't have more than one Gmail address on your Google Account so you can only use YouTube Premium on the Google Account you paid the fee

In order to cancel the subscription at account you don't want to use anymore, please do the following:
- Log in to this account
- Tap your profile picture. Paid memberships.
- Tap on the membership you want to cancel.
- Tap Continue to cancel.
- Select your reason for canceling and tap Next.
- Tap Yes, cancel.
