How to get TV on TCL Roku tv without internet

May I ask you if you have an antenna or a cable box on your TCL TV?

Good call. You will need to change the Source mode from the HDMI cable to an antenna.
Do you see a Source button on your remote?
If you don't, you can do the next steps:

  1. Press the “Home” button to launch the “Home screen.”
  2. Tap the left arrow on your remote to display the menu.
  3. Navigate to the “Settings” option on the left pane.
  4. Select “TV Inputs.”

  6. Choose your desired inputs on the menu to your right.

Once you are there please check all the inputs in the list, for any that have a signal

You should be able to adjust the volume with your Roku TV remote by pressing the Volume Up button
It can be on the right part of the remote, from the side
