How do I use the grill on my Stoves Richmond 600g cooker?

It is a gas freestanding double oven cooker with small oven combined with a grill.

I was not provided with a complete user manual and the top oven is combined with a grill. It is not clear how I choose the grill function only.

Arrange your oven racks to be close to your oven heating element, then place an empty grill pan in the oven. Preheat the oven to a high temperature

I was lead to believe on the reviews that the grill was electric.

Yes, you're right the grill is electric.
Here are the instructions on how to use the grill only:

Open the grill door. Push in and turn the control knob to the ‘FULL ON’ position. Hold the knob in for 15 seconds and press the ignition switch if fitted or hold a lit match or taper to the burner, until it lights. If the burner fails to light within this time, release the knob and wait for 1 minute before attempting further ignition.
Push the grill pan towards the back of the shelf, to position it under the grill.
To switch it off, return the control knob to the off position.
