that is what I am trying to do. The steam boiler filled with water the other day, it shut down on high water as it should. This is fixed now and it seems to be working properly except the power light continues to blink instead of remain on. Is that a problem?

If the batteries are dying, your thermostat could be blinking the “Cool On” message. When your thermostat doesn't have enough power, it won't be able to start the cooling or heating process. To properly check your batteries, look for the “Battery Low Indicator” message on the thermostat display.

it is not the thermostat it is the controller for the burner on our boiler.

In this case, you need to reset your Honeywell burner control. Please follow these instructions.
Press and hold the reset button for 30 seconds.
When the LED flashes once for one second, the device has reset.
The R7184 will enter the lockout mode when: Flame is detected during valve-on delay.
