Trying to purchase an app from Google play, does NOT accept any pay card nor Pay Pal

Only that there's an error message with several "letters"..says check the issue via those letters..won't accept those either

Please, try to add your payment card to Google Play with my instructions:

1. Go to play.google.com
2. At the top right, click your profile icon.
3. Select Payments & Subscriptions. Payment Methods.
4. Select Add a Payment Method.
6. Follow the steps on the screen. The new payment method will be added to your Google account.
