I found out that the person I was talking with had deleted the chat but I had no idea they could delete off my phone as well

All I was able to see was the list of apps that were backed up and telegram was on the list. I pay for storage for this app
Yes, but when was the last time your iCloud made a backup for Telegram? As I remember you said that chat gone like 10 min ago.

The last back up was at 4am this morning so most should be on there
If that person deleted the chat after backup, in this case, you can't get them.
