Why do you think you are being scammed?
Can you, please, give me some more details on that issue?

Customer Replay

My bank has advised me of suspicious activity and declined suspicious transactions and Apple alerted me that someone was trying to access my account. He’s asked me for money but I declined. I’ve been flooded with unsubscribed emails since which I’ve deleted and I’ve spoken to the plice

Good!
Go to Close your account - https://go.microsoft.com/fwlink/?LinkId=523898.
Check that the page shows the correct Microsoft account, and then select Next.
Read the list, and select the checkboxes to acknowledge you’ve read each item.
In the Select, a reason drop-down list, choose the reason you're closing the account.
Select Mark account for closure.
