In order to get your Settings icon back on your home screen, please first restart your iPad and see if the Settings came back.
If restarting didn't help, please carry out the following steps to restore your home screen to factory condition:
1. Slide finger down on the screen to open Spotlight Search. Then, type SETTINGS into the search bar and search.
2. Navigate to Settings ▷ General ▷ Reset ▷ Reset Home Screen Layout ▷ Tap Reset Home Screen to confirm.
3. After confirmation, your home screen will be restored to the factory app icon layout.
