I am not sure what I received. It is supposed to be flashing shoelaces! How do they work? What is the little Oval plastic thing on the laces?

Yes
Please follow the instructions:
1. Install 1x CR2032 button cell battery into each control box
2. Lace-up your shoes with these 2 shoelaces
3. Insert the top of each lace into the 2 holes of the control box, switch the lock to "lock" mode
4. Push the white button in turn to control the lights
5. Little Oval plastic thing on the laces it should be a place to install batteries!
