After a power cut my HP Envy 6030 will not print.

It is connected to internet but is offline How to fix?

Select Start > Settings > Devices > Printers & scanners . Then select your printer > Open print queue. Under Printer, make sure Use Printer Offline is not selected.

Please, try to set your printer as default:
Select Start > Settings > Devices > Printers & scanners .
Select your printer and then select Open queue.
Select Printer, then select Set As Default Printer, and clear Pause Printing and Use Printer Offline if they
are selected.
If you see a message that says, "Windows will stop managing your default printer for you," select OK.

Let's try to clean the print queue:
Select Start > Settings > Devices > Printers & scanners.
Select your printer and then select Open queue.
Under Document Name, select any documents listed, then select Document, and select Cancel.

Please, try to unplug and restart your printer. Sometimes power-cycling your printer can resolve the issue. Turn off your printer and unplug it, wait 30 seconds, plug your printer back in, and then turn the printer back on.
After this, you can try to print something to check if the issue persists.

I have done this - the informationlight is showing as is the wifi light is showing but not flashing

Solid blue light indicates that wireless connection has been established and you can print. Slow blinking light indicates that wireless is on, but the printer is not connected to a network. So, it's solid blue light and not blinking, right?

Try to do this please:
Go to Search in the taskbar, type services, and then select Services in the list of results.
Find the Print Spooler service it, and select Restart.

To open Services.
